me to report whether the Regulations, & the Chinese Passengers Act are trictly observed here, and if they are, how the abuses alleged to exist can escape detection.
My My own attention had previously been directed to the subject, and This sent to the Emigration officer, Mr Phomsett. and from him. I then received the
same
explanations, as are now reported
in Ihr Phonrrett's enclosed letter Enchouse to the Colonial Secretary. Those explanations fretty clearly shew

that the sublosed abuses did not exist, and therefore as explanation
is required as to how they escaped
detection.
Fortunately, the subject was
very fully inquired into at the time by the Police Magistrate, M: May- and I enclose a refort
cloure M2- from the "Daily Prefs of the proceeding
in the Police Court, from which
